Responsibilities

Manage the collaborative design, development, testing and implementation of new applications and new application enhancements. Provide technical assistance and guidance to content owners and users as required. Mentor analysts in project methodologies as well as best practices. Identify, implement and track opportunities for cost savings/productivity enhancements to maximize the group's performance. Work with the user to define the scope of each project based on the business need. Ensure business requirements are complete, concise and approved by the business unit and project sponsors; gather business requirements. Ensure accurate implementation of design, information architecture and user interface. Conduct briefings and participate in technical meetings. Communicate project progress and issues to project sponsors. Communicate with development lead for status of current development efforts. Maintain the day-to-day interactions of the development team and business sponsors. Act as focal point for technical interactions between Engineering and other departments. Communicate unexpected challenges with timely competence, and ensure program outcomes that meet or exceed stakeholder needs and expectations. Oversee the quality assurance and production migration process. Ensure projects are completed on schedule and within budget.

Qualifications

Demonstrated leadership and communication skills and the ability to adapt to change are necessary. 5+ years systems development life cycle experience. Ability to interface with all levels of management. Ability to work with both technical and user teams to identify and solve development and design issues. Experience in ITIL processes and a thorough understanding of business process mapping Strong verbal and written skills with proven ability to design and document projects in a clear, concise way. Excellent organizational and time management skills. Able to meet deadlines and work on multiple projects at one time. Proficiency in Microsoft Office suite including Microsoft Project and Visio. Familiarity with development technologies such as XML, HTML, scripting languages, database concepts, .NET etc Must be legally authorized to work in the US for any employer without sponsorship.     Please be advised: This job requires working in an area covered by the City of Houston Ordinance Against Smoking - City Code Chapter 21.
